could it be something else??????HELP

Hi-
I have had this very small growth of the bottom of the shaft of my penis. It is right is the area that I cut myself shaving a 2 years ago. I cut it with an electric razor..i know..ouch! In that area I have abump, that looks somewhat similar to a wart, but not really. It is small, has never grown,a nd has remained single(not muliplied) for well over a year now. Ive knicked it off shaving before,and it heals nicely, then grows back to the almost exact form. its skin colored, painless, sort of resembles a skin tag. I dont sleep around or practice unsafe sex, and was ina very committed relationship. I have had sex while it was there and never giving anythign to anyone. Its been there so long, could it be scar tissue??? or a skin tag? it looks a little like it, but never grows, doesnt go away, doesnt cause anything, and has never spread. help??????
