bleeding of small vains on surface of teties

I have suffered for a number of years from bleeding on the surface of my testicals. This manifests as a small enlargement at some point of the vain and then in some cases it bursts and bleeds heavily. Sometimes I can stop the bleeding myself using pressure and laying down. On two occassions I had to go to a hospital for caterization. I notice that shaving the testicals seems to reduce the incidences of these small sacs of blood. Is there any approved treatment to minimize this condition and is shaving the testies a recognized preventative measure?
