I am 13. Is it OK if I lift 25lbs dumbells about twice a week

yes. do a high rep workout. the gains will be intense. worry about the high weights when you're older. by doing the high reps you're setting yourself up to be a great weight lifter as well as creating strong joints and getting a toned look
