The ultra sound detected a hole in the baby's heart. And the mother was given a blood test which showed no signs that the unborn child has down syndrome. I am the concern grand parent.

She needs one if she is concerned! They are 99.4% effective at determining problems.
Bloos tests just are not good enough in my opinion. They can have false negative and positives way too much.
