Soreness around vagina. could it just be ingrown hair?

I have a problem where on the out side of my vagina I have a not. It looks like an ingrown hair which I have had before, but it hurts really bad and it had like dead thin layers of skin when I pull them off it starts to bleed. What is it? What do I do if I dont have insurance where so I go to get it checked out besides the hospital?
